Project Manager – Municipal Infrastructure

Clark's Auburn Hills office is looking for a Project Manager to lead water, wastewater, pump station, and transmission projects across Southeast Michigan.
This role exists because infrastructure work requires technical depth, regulatory discipline, and steady coordination with municipalities and utility authorities. You'll manage projects that must stay operational while construction is underway.
Based in Auburn Hills, serving clients across Southeast Michigan - ideal candidates may live near Detroit, Ann Arbor, Troy, Novi, or Sterling Heights.
What You'll Do
- Lead municipal infrastructure projects from planning through commissioning
- Develop and manage schedules around operational constraints
- Oversee budgets, cost control, and forecasting
- Manage regulatory documentation and compliance requirements
- Coordinate with DPW teams, utility operators, and engineers
- Conduct trade meetings and maintain execution discipline
- Enforce safety and environmental standards
- Support Senior PMs in maintaining municipal relationships
What Success Looks Like
In year one, you're confidently managing active infrastructure projects while building trust with public-sector clients.
Within several years, you're leading larger scopes and preparing for expanded market leadership responsibilities.
What You'll Bring
- 5+ years of commercial or heavy civil PM experience
- Municipal or infrastructure experience preferred
- Understanding of water/wastewater systems and regulatory compliance
- Strong coordination and planning capability
- Financial oversight and risk management discipline
- Clear communication with public-sector stakeholders
- Proficiency with ProjectSight, Phoenix, Bluebeam, Microsoft Suite
